Internal and restricted pages

We will leave all internal and restricted pages in wikis. Here is a proposed outline for LEPP's wiki structure.

each bullet represents a directory or TWiki web

By default, every restricted page will be restricted to users with valid LEPP accounts. However, TWiki Authentication can then be used for more fine-grained access control.
